The program funds projects in the fields of painting, sculpture, graphics, drawing, illustration, caricature, ceramics, textiles, glass, photography, art installations, video and digital art, design, performance, artistic crafts, etc. Projects in architecture, fashion, cinema, and computer games are not eligible for funding.
Financial support is provided after a document-based competition.
Program objectives include:
1. Creating favourable conditions for the creative development of artists, curators, critics, and art managers in the visual arts field.
2. Stimulating local and international partnerships and exchanges.
3. Developing a dynamic and vital artistic scene, critical environment, and public dialogue.
4. Creating and presenting contemporary art forms or applying current models and practices to traditional expressive means and cultural heritage.
5. Developing and attracting new audiences, ensuring accessibility and democratization in presenting visual arts, including poorly represented groups or those with specific needs.
Priorities for the specific session include:
1. Involvement of young authors, authors in the middle stage of professional development, and/or authors who have had fewer than 3 solo exhibitions in Bulgaria in the last two years.
2. Addressing current topics in the field of visual arts.
3. Strengthening and developing the organization’s capacity by providing remuneration for direct project participants.
4. Availability for presentation in a digital environment.
Total funding for projects: 350,000 BGN
Minimum project funding: 7,000 BGN
Maximum project funding: 25,000 BGN
No co-financing is required from the candidate.
Application deadline: 20 calendar days from the date of publication of the announcement, starting from 3.10.2023. If the last day is non-working, the deadline extends to the next working day based on Art. 60, para. 6 of the Civil Procedure Code.
Each candidate can submit one project proposal.
Start date for project activities: from 03.01.2024
End date for project activities: by 03.10.2024
Deadline for submission of substantive and financial project reports: by 23.10.2024
Eligible candidates:
1. Legal entities registered in the Register under Art. 14, para. 4 of the Cultural Protection and Development Act, such as private cultural organizations registered under the Commercial Act, the Act on Legal Entities with Non-Profit Purposes (for private or public benefit), or the Cooperatives Act, engaged in activities in the field of visual arts.
2. State and municipal cultural institutions: art galleries and museums with artistic departments, registered in the Register under Art. 14, para. 4 of the Cultural Protection and Development Act.
Ineligible candidates:
1. Individuals.
2. Cultural organizations not registered in the Register under Art. 14, para. 4 of the Cultural Protection and Development Act.
3. Candidates who have not accounted for MK funding under an expired contract.
Funded activities:
1. Organization of exhibitions, creation of artworks, educational programs and workshops, residencies, lectures, and other discussion forms (discussions, conferences, forums, seminars, public debates), research, catalogues, collections, monographs, and other publications in the field of visual arts.
Eligible expenses:
1. Directly related to the implementation of project activities (including administrative expenses: travel expenses according to the Regulation on business trips in the country, transportation related to project activities, expenses for materials and services, rental of equipment and/or space, remuneration for external persons involved in project implementation, installation expenses, expenses with the character of current repairs that are carried out solely for the purpose of presenting a specific installation or artwork and have a temporary and reversible nature without making permanent improvements that remain after the end of the project in the space where it was presented, etc.).
2. Administrative expenses – up to 20% of the total project value (compensation under civil contracts and insurance).
Documents according to the Accounting Act apply to eligible expenses.
Ineligible expenses include those not directly related to project activities, including:
1. Construction and installation works (CIW).
2. Pre-incurred expenses.
3. Expenses for acquiring long-term tangible assets.
4. Expenses already financed by other programs, verified by a declaration according to Appendix No. 3.
Not funded:
1. Candidates who have not accounted for MK funding under an expired contract.
2. Representative expenses such as cocktails and others that are not directly related to activities leading to project implementation.
3. Projects in the fields of architecture, fashion, cinema, and computer games are not eligible for funding under this program.
The evaluation criteria are defined in Appendix No. 6 of the Rules for the Conditions and Procedure for Conducting Competition Sessions for Funding Projects in the Field of Visual Arts.
Projects must be submitted within 20 calendar days from the date of publication of the announcement:
1. In the Ministry of Culture’s registry by the applicant personally or by their authorized representative, by sending them with a licensed postal operator, with the date of the postal stamp or the date of the courier’s receipt being valid in these cases.
2. To the e-mail addresses specified in the announcement, a scanned certified copy is sent electronically, with the total volume of attached files not exceeding 10 MB, by 12:00 on the last day of the specified period.
